Crosland and Charlotte Housing Authority Win Housing North Carolina Award for Arbor Glen Revitalization

Charlotte, N.C., December 9, 2003 – Arbor Glen apartments, an affordable housing development that is part of Crosland’s revitalization of the former Dalton Village public housing community off West Boulevard, has won the Housing North Carolina Award from the North Carolina Housing Finance Agency. The award recognizes the best affordable housing in the state.

Developed by Crosland in partnership with the Charlotte Housing Authority and funds from HOPE VI, the city of Charlotte and federal housing tax credits, Arbor Glen is a mixed-income community that will provide 308 affordable apartments and 54 single-family homes. As the lead developer, manager and contractor for the project, Crosland’s apartment division played a key role in restoring stability to the former Dalton Village, by providing safe, affordable housing and vital services for families and the elderly.

The Housing North Carolina Award was given to the first phase of the $46 million revitalization plan that included 92 newly built apartments for families. Completed in the fall of 2002, the first phase also includes new rental housing for the elderly and 50 rehabilitated apartments. Phase II of the project, which features 91 townhouse homes, is under construction now with occupancy expected in mid 2004.

Located at the intersection of Clanton Road and West Boulevard, Arbor Glen provides access to two community buildings, a four-lane swimming pool, playground, and an adjacent Community Outreach Center that provides job training, after-school services and other educational resources. Both community buildings feature large meeting and conference rooms and kitchens where residents can enjoy social functions. One community building provides activities and resources specific to the elderly, and includes a health examination room and visits from a public health nurse who supervises free health screenings and other services.

The North Carolina Housing Finance Agency honored Crosland in October at its 14th annual awards banquet in Raleigh. Arbor Glen won against seven other applicants in the category for rental housing for families, achieving superior performance in four main categories: design, sustainability, contribution to the local community and special features, such as supportive services for residents and community involvement.

“We are so pleased with the support of our partners on this project,” said Charlotte Housing Authority Chief Executive Officer Charles Woodyard. “It takes a strong commitment from the whole community for a complete revitalization of a neighborhood to succeed.” “Arbor Glen is impressive for the excellent quality of life it offers residents and also for the way it has transformed the neighborhood,” said A. Robert Kucab, executive director of the North Carolina

Housing Finance Agency. “I congratulate Crosland and its partners for what they have accomplished.” “This recognition underscores Crosland’s commitment to providing affordable housing for families and individuals, and we are particularly pleased to participate in the revitalization of Charlotte’s west side,” said Jud Little, president of Crosland’s apartment division.

About Crosland’s Apartments Division

Since its inception, the apartments division of Crosland Inc. has developed, built and managed more than 20,000 apartments. These include traditional garden and townhome apartments, urban in-fill developments, and apartments in mixed-use projects that integrate multifamily homes with stores, restaurants and entertainment.

The apartments division’s Charlotte and Triangle offices serve a broad range of resident customers in Charlotte, Raleigh, Durham, Chapel Hill, Greensboro, Asheville and Cary, North Carolina, as well as in Augusta, Georgia. Its diverse portfolio includes luxury and moderately priced apartments, special apartment homes serving the elderly, and affordable housing for low-income households.

About the Charlotte Housing Authority HOPE VI Program

The Charlotte Housing Authority has been awarded three HOPE VI grants from the Department of Housing and Urban Development totaling more than $100 million. These funds have been used to leverage additional resources from federal and local government, non-profit agencies, and the private sector. These partnerships have fueled the revitalization of Charlotte’s most distressed public housing into thriving mixed-income developments. Public Housing residents who reside in the three HOPE VI communities participate in a Family Self-Sufficiency Program. Through the program, residents have access to a host of services to assist them in transitioning from dependence on government benefits in public housing to a life of self-sufficiency in private housing.

About the North Carolina Housing Finance Agency
